The meeting was called to order by Rick
S. at 7:15 p.m.
Main Topic – Rural Economic Strategies/Growth Management

The purpose of the
meeting was to develop talking points for Rick’s for the meeting between Ron
Sims and UAC presidents scheduled for January 18, 2006. Tom C believes the
talking points regarding the urban area should be focused on annexation and
the need for an interlocal agreement between Renton
& King County. Renton has tried to
pursue an interlocal and KC has not really been
interested. Annexation is not really the
issue, it’s the build-out and quality of life in the Urban Growth Area (UGA)
- traffic, character, etc. Process is
not involving the citizenry. Interlocal is necessary for transition and to give power
to local people. Water from end-to-end
is an issue (freshwater to sewer/septic) as are transportation and public
space. UGA needs to be planned in
context of rural neighborhood abutting it, keeping in mind that the Boundary
Review board can move urban growth boundary. The second major
issue for the FCUAC is rural economic strategy (RES). Home-based business and cottage industries
section of the recent report is very weak.
Need to allow for multi-uses, mixed uses, more than one employee. Economic data used is very weak/not
credible and there is not a really good inventory of businesses existing in
rural area. Within Four Creeks, rural
area is being eroded. Need to preserve
what is there. Need to better
understand what we have here. How
reverse trend of creating suburban homesteads (5-10 acre homes) in rural area
(e.g. converting to non-rural uses)?
RES does not address mix of rural and formerly urban (suburbanized)
areas. Progress reports required under
RES measure activity not progress/outcomes.
Small livestock, small agricultural, equestrian, possibly recreation,
home-based businesses are potentially economically viable options in the Four
Creeks area. The area has no forestry,
but significant green space and ecological value (watershed), fisheries (May
Creek). Tom C. agreed to
draft talking points with the assistance of the Growth Management Committee. Potential allies
within KC were identified: Regan Dunn,
Larry Phillips (understands rural area has to stand on its own). Growth Mgmt
Committee’s initial project will be to describe character of area, inventory
assets, suggested strategies. There was some
discussion of using Gwen High and Paul Carkeek as
subject-matter advisers. The Cascade Land
Conservancy was identified as a group that has done significant work on
creating a long-term (100 years) vision. |
