Deputy's Report:

_

Deputy Maxwell reported that activity is down including methamphetamine activity.  Traffic accidents are up and there have been reports of “tagging” or graffiti at some businesses.

Main Topic - None

_

Dr. Robert Crittenden, former consultant to Fish & Wildlife Agency:  Dr. Crittenden reviewed the history of salmon protection efforts over the past 25 years, the impact of the Bolt decision on water and salmon, and the current stakeholders in the debate and their proposals.

Tom Carpenter, Potential Annexations Areas (Renton Plateau).   Tom reported on the Open Houses being held by King County and the City of Renton.  About 80 people attended the one on Oct. 17.  Another is scheduled for Oct. 26.  In addition, another “open dialogue” is coming.  KC favors annexation within the urban growth boundaries.  Edie J., Rick S., and Tom C. are on the Citizens Advisory Board.  A survey is being circulated.  Briarwood is the first area under consideration for annexation with Maywood next in line.  Concerns with annexation include:  1) quality of the build-out;  2) control; 3) risks for rural areas.  The major dilemma is that KC is not supporting the unincorporated areas economically, but Renton does not necessarily have the money either.

Dick Bonewits (Chairman, Maple Valley UAC) and Paul Carkeek, Rural Economic Strategies.  Dick believes the Critical Areas Ordinance (CAO) is flawed and that KC does not take input from rural residents seriously and, instead, imposes controls from the top down and predetermines the outcome of proposals.  Dick believes that most rural residents want to be left alone, oppose all annexation, want to protect the environment and believe in property rights.  Dick mentioned a new group, Rural Majority, that he claims is against rural residents while the CAPR is pro-rural and pro-property rights.

Edie Jorgensen gave the Treasurer’s report.

Edie J. reported that all reimbursements have been made.  There is currently $309.03 in the checking account and no outstanding check(s).
