Annexation Issues were discussed at length.  Speakers/guests were Claudia Donnelly of East Renton Plateau Community Council (ERPCC), Rebecca Lind (City of Renton), Karen Reed (King County), Elissa Benson (King County), Paul Reitenbach (King County), Maria Van Horne (King County), and Gwendolyn High of Citizens for a Responsible Evendell (CARE),

 

Claudia Donnelly discussed top areas of concern when looking at annexation.  These included:  nature of development, level of taxes, sewer hook-up, traffic, police, infrastructure, local control.

 

Elissa Benson & Karen Reed discussed King County’s goal of having urban unincorporated areas incorporated into existing cities or new cities.  They provided a handouts (available upon request) on the East Renton Plateau and Annexation and on the methods for annexation.  Renton would use the “election method” while smaller areas would probably use the “60% method”.  The method for changing urban growth area boundaries was discussed.  Budget allocations for services in rural areas were discussed.  $75 million is budgeted for “local” services in unincorporated areas versus revenues of $13 million as a local service provider.  Cities have different revenue options than the county (B&O, utility, property taxes, sales tax) which relies on property taxes.

 

Rebecca Lind spoke about issues specific to Renton.  She said that there are 7 different taxing levels in the Potential Annexation Area (PAA) and the boundaries for each vary.  In September, an analysis of the tax impact on residents in the PAA should be complete.  Early analysis indicates that total taxes will be less under annexation than currently.  A hand-out on sewer hook-up was made available.  Traffic standards differ between King County and Renton.  In general, King County will allow more cars before taking action (i.e. KC is more tolerant of congestion than city).  In terms of density in urban areas, Renton has concentrated the highest density in urban areas becoming less dense moving out from the urban center.  High-density single-family housing is seen as a better alternative than multi-family housing.

 

Discussion continued for the public while the Four Creeks UAC members recessed for its business meeting.

 

 

 

 

 

 

Edie Jorgensen gave the Treasurer’s report.

Balanced is unchanged from last month.  Money for insurance was received and paid out.  The liability insurance is now renewed.  The website hosting expense will be transferred from Gwen’s credit card to the debit card.

Dellanie F. gave the Election Committee’s report.

Notice of election was posted in the Issaquah Press.  A notice was requested in the King County Journal but Dellanie F. was unable to confirm placement.  Dellanie F. pleaded for assistance as only she and Dick are on the committee.  Rick S. said he will speak with Chuck P. about helping.  Dellanie F. reminded councilmembers whose seats were up for election that they needed to declare their candidacy by September 24 and provide a candidate’s statement.

 

Motion to set a preliminary budget of $3,000 for election expenses was made by Edie J. and 2nd by Dick F.
