Call to Order:

The meeting was called to order by Vice President David Rockabrand at 7:06 p.m.

Approval of the Minutes of the May Regular meeting was deferred to the next meeting as the minutes were not available prior to the meeting.       

 

David R. called for volunteers to fill vacant Council positions.

David Dahlin said that he spoke with Marlene Griffin regarding sitting on the UAC and she will come to next month’s meeting.

 

 

 

 

Deputy's Report:

Deputy Maxwell reported the latest numbers:

-          Burglaries:   to 11 in May versus  7  in April

-          Auto Thefts:    to  3  in May versus  1  in April

-          Larcenies:     to  20  in May versus  18   in April

At last month’s meeting, Deputy Maxwell was asked about the number of registered sex offenders living in the Four Creeks area.  He did not have the data available at that time, but has since researched it.  He reported that there are no Level 3 (most serious) and 1 Level 2 offender (convicted in 2000).

Ronda B. asked what can we do about speeders?  Deputy Maxwell recommended calling the traffic number.  Based on the number of calls they get, they will assign additional manpower or traffic engineering will set up counter and speed monitors.  If the problem is verified, they will step up enforcement or take additional steps (stop signs).

Dave D. reported that there have been motorcyclists racing on SR900 on Friday and Saturday nights.  Deputy Maxwell said that he would see if the swing shift officers could monitor.  Alternatively, Dave could write to the WA State Patrol.

There were no Committee Reports.   Edie J. pointed out that the nominating and elections committees have specific deadlines for posting positions up for election.  She urged the nominating/election committees to meet.

Edie Jorgensen gave the Treasurer’s report.

There is  $308.03  in the checking account.    There is $1 in the new account.  Edie was in receipt of a $200 check from King County for the A-board signs.  We now have an EIN and have established a new account on which we can have a debit card.

New Business.

Dave D. asked for endorsement of the UAC to communicate in an official capacity  (i.e. as a representative of the Council) to the relevant authority regarding speeding enforcement or SR900.  Marshall reiterated the Council’s policy:  a member may communicate and identify themselves as a member of the Council, but can not communicate on behalf of the Council without its approval of the specific communication.

Ronda B.  announced that as of June 1, the area she lives in has been annexed by the City of Renton so she is no longer living in an unincorporated area and can not serve on the Council.  Edie suggested that she serve out her term since she lived in an unincorporated area at the time of her election.  Marissa A. from King County suggested that we consult the bylaws before making a determination.  (Post-meeting, the council was advised that a person can not sit on the Council if they do not currently reside in the Four Creeks area even if they did so at the time of their election.  Therefore, Ronda’s votes have been removed from these Minutes as she was not qualified to sit on the Council at the time of this meeting.) 

Ronda also reported that there is another large Potential Annexation Area (PAA) that could be incorporated within the next year.  If that happens then the UAC districts will be affected.  This led to a discussion of the methods by which annexations can occur.  There are two methods for annexation:  “60% method” and “election method”.  Under the “60% method”, if the owners of 10% of the assessed value property petition the city, then it goes to a second petition requiring the owners of 60% of the assessed value property to sign in order to pass.  Under this method, a single property owner (e.g. a developer) could force annexation if their holdings represented 60% of the assessed property value in the area.  Under the “election method”, 10% of registered voters can petition to have an election.  The election requires 51% of registered voters in the area to vote “yes” in order to pass.

An audience member, Tom Carpenter, asked what the UAC was doing to address urban growth issues.  Mr. Carpenter felt that while much attention has been focused on the rural areas of unincorporated King County,  there are significant quality of life issues in the areas designated as urban growth areas within unincorporated King County.  These issues include traffic, noise, “build out” and population growth.

Edie J. had an insurance form that needed signing in order to renew the liability policy. 

Motion to authorize David R. as Vice President, to sign the form in place of Rick Spence, President was

made by Edie J. and 2nd by Dave D.

An e-mail received by a resident (Harkrider) of the Fairwood area was referred to Gwendolyn High who has a list of Homeowners Associations in the area.  The Council is not the appropriate forum to address the issue as Fairwood is outside of its area.
