Termination of council membership for non-attendance.

 

Motion made by David R. and 2nd by Edie J. to remove Jeanie Baurichter (District 2) and Richard Maki (AAL) from their positions due to lack of attendance as provided for in the By-laws.

President Rick Spence called for volunteers to fill vacant Council positions.

John Vukov volunteered to sit on the council.  He reported that he has been attending the meetings as an observer fairly regularly.  David Rockabrand asked if he would have the time available for committee meetings outside of the Regular Meetings.  John answered affirmatively.  Motion to appoint John Vukov to a temporary at-large seat made by Dick Fackenthall and 2nd by Ronda Bryant.

Deputy's Report:

Deputy Maxwell reported the latest numbers:

-          Burglaries:  up to 11 in February versus 6 in January

-          Auto Thefts: down to 4  in February versus 7 in January

-          Larcenies: down to 13 in February versus 15 in January

Deputy Maxwell reported that Steven Ostrander, a repeat offender, was still in jail.  The sheriff’s office works closely with probation/parole officers to get paroles revoked for “trouble” ex-convicts.  In response to a question, Deputy Maxwell reported that the “3 strikes” law is not applied automatically, resulting in low utilization.  Dave Dahlin asked if the Sheriff’s office had received new direction on escorting code enforcement officers onto private property.  Deputy Maxwell said there had been no change.  They will accompany code enforcement officers if the anticipate a problem, but this is not very often.  The code enforcement officers do not have any special rights to come onto private property without a court order.

 

 

Paulette Norman, County Road Engineer presentation

Provided handouts on Proposed 2005 King County Road Standards Update.  Draft standards (complete) can be accessed on the website or via request from her.

 

Revisions to the county road standards must be passed by the King County Council.  She expects them to be presented to the Council sometime in May.

 

In response to questions from Council members and the audience, the following points were made:

 

-          Private roads (limit of 16 lots served) have to meet county standards.  Some variances are granted.  A Road Improvement District (RID) can be used to assist with funding of improvement projects.  There was discussion of scheduling a separate presentation at the May Regular Meeting to address this in more detail.  Lisa T. and John V. volunteered to coordinate.

 

-          The standards are focused on safety, road preservation, maintenance and capacity. 

 

-          Some roads are designated a “recreational corridor” (restricted use) because of safety issues. 

 

-          The 6-year capital improvement budget for roads is $330 million.  She did not have a breakdown for maintenance versus new roads, but agreed to provide.

 

-          There was also discussion of how road standards related to affordable housing.

 

-          Traffic control devices do fall under her purview.

 

 

 

 

 

Edie Jorgensen gave the Treasurer’s report.

There is $309 in the checking account.  There is a $200 claim against funds, but nothing submitted yet.

 

New Business.

David R. reported that the Four Creeks sign has disappeared.  Dave Dahlin said that he has it.

Ronda B. informed the Council about the West Hill Community Council’s research into incorporation or annexation into Seattle or Renton.  They will be holding a series of meetings starting March 3, 2005.  The next meeting will be in May.

Rick S. and David R. informed the Council of Ray Griffin’s death.  Ray was a former Four Creeks UAC member, water district representative, and Liberty High principal.  They asked if the Council wanted to send a card or other remembrance.

Motion to authorize Rick S. and David R. to spend up to $10 to provide for a remembrance for Ray Griffin made by Edie J and 2nd by Dave D.

Edie J. informed the Council that the website hosting fee was still set up to be paid on Gwendolyn High’s credit card and that needs to be changed as Gwendolyn is no longer on the Council.  There was discussion of obtaining a debit card from Washington Mutual to pay for the website.

Motion to authorize Edie J. to obtain a debit card from Washington Mutual to pay for website and other expenses.
