 Open Seats:

§

Edie J. reported the current open seats and called for volunteers to stand for appointment. There were no offers to stand for the open seat.

 

Deputy's Report:

§

Deputy Maxwell reported the latest numbers:

- Burglaries: Aug - 13 Sept – 14
- Auto Thefts: Aug - 6 Sept – 3
- Larcenies: Aug - 17 Sept – 10

Main Topic: Jackie MacLean – Director Department of Community and Human Services (DCHS)

§

Ms. MacLean explained many of the programs and services that her department provides to the citizens of King County, and provided some informative details about their activities in our community:

Mental Health and Disability
- serving mostly Medicade recipients
- Seattle Eastside Clinic and Valley City in Auburn are the closest facilities
- served 450 people in our area in the last year

Chemical Dependency
- mostly state funded and state treatment mandates
- maintain sobering center, a detox facility and some residential beds, as well as the involuntary commitment facility and program.

Developmental Disabilities
- early intervention (birth to 3 years old) served 25 children from our community this year.
- Nationally recognized youth employment transition: National average monthly wage of a developmentally disabled youth is $241, but the average for King County is $1022. Over 500 employers participate in these joint programs with King County.

Public Defense
- provides legal counsel for misdemeanor offenses throughout King County and for felony offenses in unincorporated King County
- Served 733 local residents in the last year

Aging Services
- two local senior centers: Issaquah and Maple Valley

Youth Services
- Friends of Youth and Youth Eastside Services

Women’s Program
- mostly focused on domestic violence issues
- maintains a sexual assault center

Veterans
- serves low-income veterans with housing and counseling services including a men’s chelter

Work Training
- spent over $300,000 on adult and youth job training, "stay in school" programs, GED/internship programs and dislocated workers in our community last year

Housing
- 3 projects in our community received funds in the last year: May Valley Mobile Home Park, Home Fires and Parkview Homes 6.
- 12 local low-income households received a total of $60,000 in low interest loans for critical repairs in the last year, and 7 more are on the waiting list.

Elections Committee

The ballots have been mailed.

There will be ballot counting meeting on November 10th, at the usual location (May Valley Alliance Church) at 6:30pm. The public is welcome to observe. FCUAC members who are not running for election are also welcome to participate.

New members will be seated at the November Regular Meeting.

In order to facilitate retrieval of the ballots from the FCUAC PO Box, Gwendolyn H. returned the box key to the FCUAC and it was passed to Election Committee Chair, Ronda B.

Executive Committee

§

Out Treasurer, Heather Colburn is not able to attend tonight. She is not seeking re-election and has returned all the Treasurer records.

Cedar Grove

§

The FCUAC received email from a concerned neighbor since the last regular meeting in regard to the smell from the composting facility. Dick Reinger attended this meeting. There was a spirited discussion with many comments and much history related by many in attendance. There was considerable brainstorming of ideas of where to complain and who to invite to speak on the issue. Kelly F. proposed that an advisory opinion should be drafted and additional meetings scheduled (ideally with speakers from the relevant entities) soon.

Treasurer’s Report

§

There were no transactions during the period.

Unfinished Business

§

Marshall B. reported that he had attended the first hearing of the proposed CAO and related ordinance updates before the full King County Council. There were 97 speakers and the testimony lasted 5 and a half hours. Marshall reported that he estimated testimony to be roughly 5:1 against adoption of the proposed updates. The main controversy remains focused on the increased buffers, 50-65% no touch, and the validity of the science quoted in support of the proposed updates. It is expected that the Council will vote on the legislation on October 25th. If the legislation passes, lawsuits are anticipated.

New Business

§

Dick F. reported having received a notice that King County is proposing to eliminate the Open Space tax exemptions. The extent of this proposed elimination is not known. The notice he received was sent by a home-owners group in Hi-Valley. There is no information about whether this is proposed throughout the county. Dick will try to find out more and will report.

Annual Unincorporated Area Council Forum.

Edie J. again announced the upcoming forum and requested that any suggestions for topics she should cover in her speech should be emailed to her asap.
