Opening Remarks:

Edie J. reported on the Citizen's Participation Initiative Meeting of today. All the UAC presidents and heads of King County Departments attend these regularly scheduled meetings. The Puget Sound Clean Air Agency gave a presentation. The Agency is reviewing the Land Clearing and Burning Stakeholders' Charter and may propose updates soon. There will be meetings during this process, and any updates will be presented in October 2004. There was much confusion among all present as to what rules applied to which activities throughout the FCUAC. It was popularly requested that someone from the county or the agency should be invited to inform us of the current regulations at a future meeting. The next draft version of the Roads Capital Improvement Projects was also presented. |

- Burglaries: May had 13. June had 7. - Gwendolyn High reported numerous concerned inquiries from residents in the wake of the recent racing related deaths of young people in the area. Neighbors had heard that the local precinct does not possess its own radar gun. Deputy Maxwell confirmed that officers here must check out a radar gun from Newcastle for speed patrols. On the issue of racing, the sheriff's office needs specific data in order to investigate and intervene. David Gaulteri - KC Roads - Transportation Needs Report Presentation:

The latest Transportation Needs Report will be sent to the printer this Friday. A copy for the FCUAC was requested. The report was last updated in the fall of 2000 and looks out to 2022. The 20 year planning horizon is tied to the Housing Targets coordinated with the cities and WSDOT. A question was raised on the process by which audible signals were installed at intersection. Such devices are more expensive than standard and are only installed upon special requests. In the preparation of this report there were changes from previous efforts. - Environmental Scoping: There were several projects that never had been funded but had been originally identified in the 1980's. Some of these projects are no longer possible under current environmental regulations and thus were dropped from the report.

Elections Committee Report:

Ronda B. reported that the first call for candidates was published via Councilmember David Irons' email and newsletters as well as in the Issaquah Press. Additional newspaper and library postings will be coming out in the coming weeks. Total budget for elections expenses was presented as $3000 which includes a $270 contingency cushion. Once the preparation of the ballot is completed, it will be made available on-line to be printed and mailed. There will be no facility to submit the ballot on-line. Marshall B. left the meeting. |

Kelly F. reported that she had made 500 flyers for the July 11 Special Meeting and distributed them throughout the community with little perceivable effect. Other Get-Out-The-Word suggestions were also popularly suggested: |

David R. gave a quick report of the July 11 Special Meeting at which the FCUAC latest CAO Response letter was drafted. The meeting lasted until 10pm with much lively and productive discussion. Kathy Lambert read from the letter on the Mike Segal radio show. |
Treasurer's Report:

Heather C. reported that we have received reimbursement from King County for the current insurance invoice ($1802.24) leaving a remaining balance of $7700. the current WaMu balance is $118.51. |

New Business:

Gwendolyn H. announced that she will not run for the District 2 seat in this year's election. She is pursuing admission to the University of Washington for bachelor's and master's degrees in International Studies, Political Science, and Economics. Edie J. announced that this year's UAC Forum will be hosted by the West Hill UAC on October 6 at 7pm at the Lakeridge Middle School. She requested that members with ideas for topics to be covered in her speech shoulb be emailed to her as soon as possible. Vern R. asked if the King County Charter Review had ever occurred as had been requested some years ago. Discussion of the King County Budget Advisory Task Force and the various related ballot measures to be presented to voters this fall ensued. |
