No Guest Speaker Attending:

There appears to have been a miscommunication. The Speaker we had expected could not be reached to confirm his attendance and he did not arrive. Kelly F. volunteered to follow up and will attempt to re-schedule.

Deputy's Report:

- Larceny vs. Burglary definitions

- The Store Front Office next door to the Briarwood Market is moving a couple of door to the north in the same shopping center complex.

- There was discussion of the sheriff’s role in support of DDES code enforcement officers:
-- Sheriff’s have always accompanied code enforcement officers upon request
-- As part of the Sheriff’s normal duty to public health and safety, if they see a situation that they think falls under the jurisdiction of DDES code enforcement, they will report it. This is the same kind of duty and process as for their interaction with Child Protective Services.
-- There was also discussion of what observation and access limitations apply to sheriffs and code enforcement officers. In general, it is permissible for anyone to attempt to make contact with an occupant by walking to the front door. Anything seen on the way to the front door is fair. If access to a neighboring property is granted, anything seen from that neighboring property (front yard or back yard) is fair. Public employees are not allowed to enter a building, enclosed area or fenced back yard without a warrant unless there is an immediate and obvious dangerous situation (typically violence of some kind) underway.
-- These are all general points and all are encouraged to seek specific legal counsel for the technical particulars.

Replacement Treasurer Appointment:

The resignation last month of our Treasurer, Kate Kaluzny, left us without a Treasurer. Heather Colburn, the only member to accept nomination, was affirmed unanimously.

Renton Annexation Meetings

The first Public Hearing on the proposed Maplewood East Annexation will be held:
Monday, May 3, 2004
Renton City Hall
7th Floor
7:30pm

The Renton Strategic Planning Department will be the focus of a FCUAC Special Meeting. They will present Renton’s short and long term plan for annexation of the entire East Renton Plateau Potential Annexation Area. This PAA accounts for roughly half the population of the Four Creeks Unincorporated Area.

David Irons: CAO and Comp Plan Public Hearings

Councilmember Irons gave a brief update and answered questions on the progress of the consideration of the proposed updates to the Critical Areas Ordinance and the Comprehensive Plan. He strongly encouraged attendance at the upcoming Public Hearings. He reported that the final version presented to the King County Council by the County Executive was much improved from the initial drafts circulated last year, but that additional input is needed from citizens.

May Valley Update

Rod McFarland reported that there has been very significant progress recently. He reports that residents are "cautiously optimistic". The residents are now working with the Mid Puget Sound Fisheries Improvement Group (MPSFIG) in a cooperative effort with KC DNRP. MPSFIG is a non-profit group with ties at the state level. The hope is that they will provide technical, funding and regulatory support in the efforts by all concerned to further the implementation of the May Creek Basin Plan.
