Presentation, Questions and Discussion of the Proposed Comprehensive Plan Updates related to Transportation Concurrency: §

Karen Wolf began with an overview of the Comprehensive Plan Update process:
    Regularly scheduled major review and update. The state requires at least every 10 years; King goes through the process every 4 years
  • King County Council sets the Work Plan, which outlines the areas of concern and focused inquiry, by Ordinance
  • The initial Comment Period closes January 30, 2004
  • All the initial comments will be reviewed by the Comprehensive Plan team, and any updates that team and the Executive’s office deem appropriate will be incorporated before the Executive transmits all the proposed Updates to the King County Council for their review and consideration on March 1, 2004.

Richard Warren then gave a more detailed presentation focused on the proposed updates to the Transportation Concurrency elements of the Comprehensive Plan:
    The basic purpose of the Transportation Concurrency Program is to restrict rural growth and traffic while encouraging urban growth by requiring that the roads that would be impacted by the effects of new development must have the capacity to accommodate the new trips generated by that development.
  • All roads that are in unincorporated King County – except state and federal highways of "regional significance" – are subject to the Concurrency Program. "Regional significance" is determined based on the level of value to the region as a whole and generally means the roadway carries large volumes of traffic across jurisdictional lines. NOTE: SR 169 and SR 900 are included in the Concurrency program.
  • Trips that are considered in the calculation of road capacity are measured in the afternoon peak – 3 to 6 pm. This is the standard throughout the transportation engineering field and all the commercial computer models for concurrency use this default standard.
  • Increased capacity that road improvement projects that are scheduled and for which funding has been secured are also included in the computer model. These projects are listed in the CIP. Nominations for projects to be included in the CIP can be made by the public.
  • The proposed updates include the change in allowable traffic congestion inside the entire Urban Growth Boundary from the current .79 to .99. This update is based on "policy direction" alone. No technical analysis was performed. Councilmembers and members of the public specifically requested that the level of service standard currently in force be preserved. Ms. Warren recorded this request.
  • There was discussion of the current and anticipated difficulties of ensuring adequate cooperation of King County with cities in the Potential Annexation Areas for the funding, planning and execution of transportation projects. Councilmembers and members of the public requested increased effort toward Interlocal agreements to this end.
