Transportation Committee (Gwendolyn High - chair) King County DOT held a meeting at the Lord of Life Church last week to discuss with residents the (mostly along 160th Ave SE) the options for physically dealing with the consistent speeding problems along that street. Attendees from our area report that traffic circles, speed bumps and chicanes were discussed and that the DOT representatives where surprised to hear of the four pending plat/rezone applications along 160th Ave SE. |
|
§ |
Land Use and Environment Committee (Marshall Brendan - chair) The Critical Areas Ordinance Updates are still in progress. There has not been any publication of the new draft yet. The new draft is expected to reflect the widespread feedback from citizens that the original draft went beyond the state and federal guidelines, but is still expected to be as rigid as will be legally defensible. Meetings on the sections related to agricultural review is scheduled for September 4th at the Preston Community Center, and on September 10th at Tahoma High School. Both meetings will start at 6:30pm. The next draft is scheduled for publication September 3rd and three public meetings will be announced at that time. |

King County Budget Task Force Recommendations
|
§ |
Gwendolyn High gave a presentation on the Recommendations Report submitted by the King County General Government Budget Advisory Task Force. She concentrated on two major issues of this report. 1) The Task Force is recommending annexation or incorporation of the 218,000 residents of unincorporated King County who reside within the Urban Growth Boundary be "accelerated" by means of limiting or eliminating expenditure of tax revenue in these areas. The goal is to complete annexation or incorporation of 100% of the residents within the Urban Growth Boundary within the next three years. 2) The Task Force proposes that the unincorporated area property tax levy, which has always been dedicated to roads and transportation, should be redirected to other uses. A letter, available here, was presented for adoption by the Four Creeks UAC on these issues, but the council decided that these matters deserve dedicated consideration. A Special Meeting to address the Recommendations Report has been scheduled for September 10th. |
|
§ |
Shirley Day reminded all present that letters from individual citizens to our County Council member and to the King County Executive are very important on these matters. The collective voice of the UAC will be stronger with support from individuals. |
New Business
|
§ |
Claudia Donnelly reported that the Stoneridge development, located at 148th and Sunset, has petitioned for annexation to the City of Renton. In Ms. Donnelly's conversations with DDES staff on this matter, she reports that she was told that the mitigations required under the King County permitting process, including installation of a traffic light, may not be required under the jurisdiction of the City of Renton. This was discussed by the UAC and the public. The general consensus was that this is a disturbing possibility and that the UAC should investigate to clarify the durability of mitigation requirements in the case of annexation and subsequent jurisdiction transfer. |
Meeting was adjourned at 9:00pm.
Initially submitted via email to all UAC members, and posted on the website on August 31, 2003. gh
