CAO Committee Update - Marshall Brenden

Marshall presented notes from his comments on CAO in the March 19th Regular meeting for inclusion in the minutes of that meeting. |

A letter from King County in response to the letter from Marshall. The UAC and Marshall have been added to the list of parties to be informed of the progress of the process. A list of actions and considerations being taken in response to the initial public response to the initial draft of the ordinance changes were included. |

UAC members discussed the timing and process flow of these proposed ordinance changes at some length. Oscar Bandelin asserted that the changes have been presented to the public as a foregone conclusion. He supported this assertion by reference to the May Valley plan with will be presented to the UAC at the April Regular meeting. That plan is being developed to incorporated the anticipated changes expected to be adopted with the CAO updates. Gwendolyn High countered that this is the normal process for all legislation changes concurrently being updated. Her view is that it makes sense that all related changes be considered together to makes sure that related legislation is consistent and that such processes in sure less government waste of time, effort and resources. |

Kelly Faoro suggested that we need a plan to get the word out to the communittee. She is concerned that property owners are not aware of the impending changes and thus do not know that their input is needed. She suggested that a "short form" list of the issues would be helpful to educate the public of the potential impacts to their properties. |
General Issues Discussion

David Rockabrand introduced a formalized debate protocol. Members who wish to speak will raise their hand and David will give them a number. Conversation will proceed according to number. Urgent comments will be recognized if the member says, "ooh-ohh! Pick me!" |

Edie Jorgensen noted that the King County webpage with Four Creeks UAC data is long out of date. Gwendolyn High will contact web support and request an update. |

Edie and Oscar volunteered to take notes for minutes at the April Regular meeting. Gwendolyn will not be in attendance. |

The Administration Committee will meet at 9 am on Saturday the 5th at the Tully's on Sunset. |

Members have not been able to open all the attachments in emails from David lately. David printed and copied the latest documents in order to distribute to members before the April Regular meeting. The cost of $35.90 was unanimously approved for reimbursement. |

The member roster needs to be updated and redistributed. Gwendolyn will do that in conjunction with minutes distribution. |

The UAC website needs to be reviewed to ensure that the basic council contact information is clear, up to date and easy to see. Also, committee membership should be listed. Gwendolyn will do that in conjunction with minutes distribution. |

The numbers from 2002 were reviewed. There are two major expenses each year: Insurance and Election. Last year the election cost $4469 and insurance for a year is costing $4238. The balance of funds have gone to smaller expenses such as copies and website registration. |

The Administration committee will investigate and request competitive insurance quotes and check with other UACs to see how they manage and raise their funds. |
