Minutes of the April 17, 2002 Meeting of the Four Creeks U.A.C.


The meeting began at 7:00 p.m. In attendance were board members David Rockabrand, Oscar Bandelin, Denise Lockner Jones, Dave Dahlin, Cynthia Green, Chuck Pillon, Rod McFarland, Tom Fisher, David Mobley, Tom Tregoning, and Tami Harris. Clair Dykeman of KC DDES was present, as was Hilary Culverwell, Outreach Coordinator for WRIA8.


  1. New Member:Members of the Council had received a biography from Gwendolyn High, announcing she was interested in the temporary open position on the Council. The biography was presented. A motion was made to accept her on the Council. It was seconded and passed. Gwendolyn High took her seat on the Council

  2. Approval of Minutes: The minutes from the March meeting were approved by affirmative votes of the Council.

  3. Correspondence: David Rockabrand submitted the Correspondence report, with an overview of pertinent items sent via e-mail to all members.

  4. Treasurer’s Report:Washington Mutual $69.75. King County account: $8520.29.

  5. Roads Issue: The draft letter submitted by last year’s UAC was presented, read, and discussed. The three items of recommendation to King County Roads Division regarding redistribution of traffic between 169 and the Highlands, Elliot Bridge, and KC Concurrency were briefly discussed. A motion was made to move forward with the letter. The motion was seconded and passed. Oscar Bandelin accepted responsibility for re-drafting the letter from the current UAC, and forwarding said letter to the appropriate recipients as soon as possible.

  6. Venue:The site location for future meetings of the Four Creeks UAC was debated. There were two potential locations locked in for the year: The Renton Community Church and the Issaquah Police station. After much discussion, a vote was passed to meet at the Renton Community Church for the remainder of the year (Excluding May’s meeting, which will convene at the KC Distribution Center in Issaquah). The vote passed with 6 yes, 4 no, and one abstention.

  7. Community Police Report:Seth Grant passed out the Crime maps for the 4 Creeks area. He discussed the disturbances in the area, and answered the questions he could answer regarding the recent police shooting. He informed the public of the sex offender notification meeting to be held on April 30, 7 p.m., at MapleWoods Heights Elementary, 13460 144th Ave. This meeting will notify the public of a sex offender that is moving into the neighborhood. A photo and information sheet was distributed.

  8. New Business:Oscar Bandelin notified the Council that he had a meeting with the Presidents of the other UAC’s this past month. For the past several years, there has been increasing disparity between the funding of the Police departments. Some municipalities do not have adequate funding for staff and equipment. He is working with the other UAC Presidents to draft a joint letter regarding the needs of various districts, better allocation of funds, and other issues. Sheriff Reichert will be invited to attend the next UAC meeting.

  9. Guest Speakers:Claire Dykeman of DDES and Hilary Culverwell, Outreach Coordinator of WRIA8, gave a presentation regarding WRIA8. Hilary Culverwell introduced herself, distributed literature, and gave an overview of WRIA8. Public comment was heard, debating whether Chinook would really be listed on the endangered column, if hatchery fish were included in the calculation. Claire Dykeman addressed the need for bringing the Public awareness and involvement to a higher level. She reviewed the dilemma of Incentives vs Regulations where the public is concerned, and how the determination needs to be made of how to mix long term recovery with the need for basic levels of Regulation. Claire Dykeman encouraged participation and gave out her e-mail for contact: claire.dykman@metrokc.gov. She assured all attending the meeting that DDES would appreciate input.
