Minutes of the February 20, 2002 Meeting of the Four Creeks U.A.C.
The meeting began at 7:03 p.m. In attendance were board members David Mobley, David Rockabrand, Oscar Bandelin, Denise Lockner Jones, Tom Tregoning, Rick Noe, Dave Dahlin and Tami Harris. King County Council member David Irons was also in attendance, as were members of the public.
Approval of minutes: The minutes from the January meetings were approved by affirmative votes of the Council.
Treasurer's report: The Treasurers report was submitted to the Council. Total in the checking account: $79.75. Current balance with King County: $10,000.00. Paid in January: $38.76 to Claudia Donnelly for postage. $25.00 to Marc Uhlig for Web Site Registration, $20.00 to Dan Leonard for U.S. PO Box, and $1185.29 to Griffin MacLeon Inc for Liability Insurance. Bills due to be paid in February: remainder of the Liability Insurance.
Correspondence Report : David Rockabrand submitted the Correspondence report. A check for $1,479.71 had been received from King County, along with a Form 1099 for 2001. Both were given to Tami Harris to forward to Cynthia Green.
Community Police Report : Seth Grant passed out the Crime maps for the 4 Creeks area and discussed mail theft. He highly recommended that individuals acquire a PO box for sensitive personal items. Former UAC member Kate Kaluzny stated that the Council has sent letters to the state Legislature in the past, urging them to make mail theft a significant crime. Seth Grant also responded to a Code Enforcement question from January’s meeting regarding rights of property owners when dealing with Code Enforcement. Seth relayed that a Code Officer can come onto your property at any time however, cannot come into your house without a warrant. He indicated that if his office was called to deal with Code Enforcement on private property, they would respond, but only to make sure that no fights broke out. He additionally suggested that if you had a problem with Code Enforcement, to contact the Ombudsman, or an attorney. The phone number for the Washington State Ombudsman is: 206.296.3452. Abandoned ca rs were discussed, to include current laws about abandonment, and enforcement of such laws.
Open positions on the Council: Rod McFarland had submitted to Oscar Bandelin his biography, indicating that he would be willing to serve on the Council as a temporary-at-large member, until which time the position was filled, or he was no longer able to serve. Oscar Bandelin read the biography. A motion was made, seconded and passed to make Rod McFarland a temporary at large member of the 4 Creeks UAC. Rod was seated.
Taxes and Fees: David Mobley relayed that this item was regarding the County Council possibly introducing a Utility Tax. David Irons gave an update on the status of this bill. It would be an additional 3% tax on all utilities in King County, except for cable tv. It would be imposed on water, power, cell phones, etc. It would raise $125M annually in King County, but has not been ear marked for any specific cause. It would be very aggressive for fixed income people, and for businesses. It has made it out of the Senate, and is currently in the House. Utility companies and cities are opposing the bill. A suggestion was made to have the UAC take a stand on this issue, and let David Irons know by vote that we are opposed to this tax. A motion was made by David Mobley, it was seconded, and the vote passed.
Key Agenda items for 2002:
-Advertisement: David Rockabrand suggested e-mailing instead of mailing. Denise Jones indicated that while getting a mass e-mail list posed some legality issues, having people request to be put on an e-mail list would be most advantageous and legal. David Irons indicated that he completes 2 to 3 mailings per year, in which the UAC could advertise. He will be able to give us 30 days advance notice of his mailings. The first one will be in the spring. David Rockabrand is getting price quotes on signage for the UAC. David Mobley updated the Council on the sub-committee that was researching ways to advertise the 4 Creeks UAC. Currently we have calendar announcements in the Renton Reporter and Issaquah Press. Tom Fisher is researching getting a write up in newspapers. Flyers have been created and posted around the area announcing the meetings. A-Frame signs are being created.

A motion was made, seconded and passed to place the following issues on next months Agenda:
-Sub Committee report - Mission statement of the 4 Creeks UAC
-Advertising is an ongoing issue
-Old Business / Roads Division - review the draft letter that was generated last year by the UAC
-Code Enforcement - create a subcommittee to initiate questions to the Code Enforcement office. Invite a Code Enforcement person to the next meeting. Oscar Bandelin appointed Marshall Brenden to head up this committee. David Mobley and Tami Harris volunteered to assist him.
Venue: David Rockabrand reported on the status of the venue for the 2002 meetings. The 4 creeks UAC is committed to the Issaquah Police department Rotunda room for next month. He checked many different locations. He is waiting for a call back from the East Valley Renton church on 156th Avenue SE in Renton. He feels this location is promising.
Other Business: A motion was made to pay $10.00 to the Secretary of State for Nonprofit Corporation Annual Report filing fee. The motion was seconded and passed.
